Biography

Mrs. Feghaly has acquired a university degree in civil engineering from the Ecole Supérieure d’Ingénieurs à Beirut (ESIB) - in 1981 and acquired a diploma in telephone networking study in the year 1983.

She is also a graduate in administration from the Institute of Telia- Sweden

Her career started by working as an engineer at the Ministry of Telecommunication (MoT) in December 1983 and was appointed as Chief of service of network studies since the year 1996 for 18 years at the MoT. She had established several studies in the field of communication, last of which was on the optic fiber cables and the active cabinet for all the telephonic centers in Lebanon.

In May, 2014 she was appointed as General Director of Oil at the Ministry of Energy and Water (MoEW).

She was appointed as:

  • Representative of MoEW at the National Committee of encountering of national disasters and crises operation
  • Representative of the MoEW at the Energy committee with UN organization ESCWA, and had represented the Ministry at many seniors and workshops set up by UN ESCWA concerning the subject of Energy and renewal energy, in Jordan, Armenia, India, Azerbaijan, Egypt, Kazakhstan…
  • A member of the National Council for traffic safety
  • A member of the National Committee for leading and coordinating the national efforts for implementing the UN plan for sustainable development until 2030
  • She also represents the MoEW at the association of international Gas Union (IGU).

She had established the necessary studies and adopted contracts concerning:

  • The estimation of oil reservoirs and its quantities onshore Lebanon.
  • The strategic environmental assessment for oil exploration onshore Lebanon.

She had established with Khatib & Alami the National Contingency Plan for all oil installations in Lebanon based on GIS.

She is working with the cooperation of UN ESCWA for putting a strategy and work plan to reach a national system enabling the transfer and development of industries technology regarding the oil and gas sector.

She is working currently on new technical specification about safety and environmental preservation in the downstream sector in order to be legalized during this year.
